Remove and replace the damaged siding at the bubbled section (circled in the photo above). The repair is located at the bubbled section — not under the window.
Verify the actual source rather than assume. The original contractor believes it may simply need caulking underneath the windowsill — Tidewater will confirm the source instead of assuming that is the only issue.
Check whether the water could be coming from the window, A/C area, roof/flashing, or another source above or behind the siding.
Inspect the roof and roof flashing in this area for anything that could be contributing to the leak.
While the siding is removed, inspect the exposed sheathing, sill, framing, and other visible structural wood for water damage, rot, or deterioration.
Take clear photos and videos of the exposed area before it is covered back up.
If the leak can be corrected with caulking, flashing, sealing, or another relatively simple repair costing $500 or less, the repair is completed without prior approval.
If additional repairs would exceed $500, or significant damage is found to the sill, framing, sheathing, or other structural components, the customer is contacted with photos and the proposed cost before proceeding.

Foundation: No foundation work is included — the customer's structural engineer handles the separate foundation issue.
